A Jacksonville man is accused of shooting an 18-year-old after telling him to pull his jeans up.

It happened about 7:15 p.m. Saturday at Cross Creek Apartments on Manotak Avenue. Police arrived to find the 54-year-old suspect standing next to the victim. The suspect had a gun in his waistband but kept his hands up for police.

Several witnesses told police the man followed David A. Mitchell into the courtyard from the pool telling him to pull his pants up. The two began to argue, and the younger man pushed the suspect before being shot in the stomach, according to the arrest report.

Mitchell, who was released from the hospital the same day, told the Times-Union Monday that the bullet is still in his side but the doctors say he’ll be fine. He said he had never seen the man and knew his shorts were sagging. He said he pulled them up, but the man said it wasn’t enough and just kept coming. So he pushed him off and tried to walk away.

John C. Constantin , who lives at the Westside apartments, was charged with aggravated battery with a deadly weapon. According to the arrest report, he told police it was self-defense after he was assaulted for telling Mitchell to pull his pants up.

Family reached at his home Monday offered their apologies and said Constantin was remorseful for what happened. He remains in jail on $100,000 bail.

Could the most important thing one does for one’s community be to send a pocket copy of the U.S. Constitution to local politicians and police?

Some officers in the Dallas Police Department are doing things against the letter and the spirit of our laws. After writing a traffic ticket up, and getting the signature, too many on the force then add on infractions.

Gretchen West was stopped for a burned-out tail light. She took away her ticket for $220. And paid. Then she got a letter in the mail, saying she owed an extra $378 for failing to wear a seatbelt and driving without her headlights on.

But, but . . . the officer had not mentioned those alleged violations!

The Dallas Morning News informs us that an assistant city attorney documented about a dozen cases like this in recent months.

This weird twist on ex post facto law is Kafkaesque, actually, the kind of thing you’d expect from a police state.

Now, I know: Dallas, Texas, today, is a better place to live in than was Moscow, USSR, circa 1950. The Soviets set in place a totalitarian police state.

Here in America, when our rulers and enforcers forget the importance of the rule of law, and the primacy of citizen liberties, they tend to set up not totalitarian police states but petty ones.

Sure, the pettiness is a bit of a relief. But it’s just not the American way.

Paying traffic citations is now a lot more convenient, thanks to the City of Dallas Court Services new e-Payment System.

“We want to give customers every possible opportunity to pay their tickets,” said Director of Court and Detention Services Gloria Carter. “We’re pleased to be able to offer this online option, which we believe will make paying traffic citations simpler and more convenient.”

To pay citations online, visit www.dallascityhall.com and click on “other tickets” in the left hand margin. After reading the “Terms and Conditions” page, click on “Make Payment” at the bottom of the page and enter the information on the citation. The system will provide a total due and accept payment by credit card or personal/business check.

This 24 hour convenience is in addition to the 24 hour, seven days a week window operation for handling Class C Misdemeanors at the Lew Sterrett Justice Center Lobby , 111 W. Commerce.

Evangelical minister Pat Robertson has claimed sources have told him there was an explosion at the levee in Des Moines immediately before the levee was breached and flooded the city.

Robertson, founder of the Christian network, The 700 Club, said, “I heard from a very reliable source who saw a 15 foot deep crater under the levee breach. It may have been blown up to destroy the Irish part of town and keep the French part dry.”

Tensions were raised further during a live television broadcast Friday night to raise money for the rebuilding process in Iowa. Film star Will Smith was appearing in a segment with outspoken Irish musician Bono, lead singer of the band U2. Bono stopped reading from the teleprompter and issued a rambling statement about his how he is donating his own money to relief efforts, particularly to provide colored glasses to everyone in the city. While Will Smith remained silent and looked a bit confused, Bono concluded by saying, “George Bush doesn’t care about Irish people.”

Apartment complex won’t let Army enlistee out of his lease

ST. PETERSBURG — Mike Agosta enlisted in the Army and learned he would ship out 19 days later. He expected his apartment complex would let him go without penalty, considering he was ending the lease to serve his country.

He was wrong.

Florida law allows military personnel to break their leases if they show documentation and give 30 days’ notice. His apartment complex, Camden Lakes, said it wouldn’t accept his request to end the lease.

“I was really dumbfounded,” Agosta said from his father’s home in South Florida, where he’s visiting before shipping out to Fort Jackson, S.C., on Tuesday.

The company that owns the complex at 11150 Fourth St. N said it needed his official orders, which he says he won’t receive until the first day of boot camp. Agosta said he showed his signed Army contract, but the company wouldn’t accept it.
